[Every] matter [proceeding] from Us. Indeed, We were to send [a messenger]

A command from Us; surely We are the senders (of messengers),

(یعنی) ہمارے ہاں سے حکم ہو کر۔ بےشک ہم ہی (پیغمبر کو) بھیجتے ہیں
